A planet with a 1 billion population could field an army of like 4,000,000 troops (China!), so a star system with 10 spheres/stars (depending on whether you use spheres) can conceivably field 40 million. Most spelljamming forces are far smaller than that - and both the IEN and the "Dark Nations" have FAR more resources at their disposal plane-wide.
