It's a shortcut means of communication that wouldn't normally be used, and requires the assistance of the Elven Pantheon (and other deities worshipped by elves...(image of elven priests of Krynnish deities from before the Cataclysm returning home after a long sojourn in space...), but in the event of something like the Unhuman Wars, I could imagine the word of war's end being spread that way.
