Hey, Leroy! Sorry, I thought you were making a joke; the way you worded the question, it came out like a style of humor that tickles my funny bone (pun intended against the doctor reference). Exact logistics aren't called out in the novel, but the lead characters are sent to a minor mystery spot that the EIN considers worthy of investigation by expendable individuals - er, adventurers of some note - where both elven and scro vessels, trade ships and war vessels alike, have been attacked and destroyed by an unknown agency. As you note, such a thing hardly seems like something that either side would take much exception to.... but adventurers have a strange way of being in the right place at the right time - or the exact opposite, depending on how one looks at it. Hence, they are called upon to check out who's behind the trouble. At said early point in the novel, the lead characters' mission has the blessings of *both* Lionheart and Dukagsh Command - the latter through unofficial channels, of course. The general thrust of the story has little to do with the Second Unhuman War - most of the story occurs immediately after the end of the War - but the events that started it occurred about a year earlier, and that's where the novel opens.
