This article would seem to back up the assumption that Spelljamming 
helms only work on the Material Plane. I can't seem to find a reference 
as to what actually powers the ships on the Astral.

Planejammers do exist, but are drastically rarer and have different
magics making them function.   Githyanki Astral ships also function
differently then Spelljammers and regardless the physics of other planes
are much different than the physics of wildspace, though they could
easily attach a spelljaming helm so that when they entered wild space
they could move rapidly there too.  One problem I envision would be that
if you shifted to the astral all the air from your ship bleeds away,
while this isn't a problem on that plane (you don't need to eat, breath,
age, etc. on the Astral) when you come back to wildspace you no longer
have an air envelope.  (I am aware that the pirates of Gith can and do
planeshift to the astral with their ships, but that is a unique ability
of them and so the effects are not applicable to the rest of us)

III.  So thats another race likely to get involved in any big action on
the Astral plane.  Since they originally came from the prime and only
emigrated after they destroyed their homeworld you could probably work
it into the campaign that they are trying to return to the prime and
establish an empire their as well.
