My ruling on this, because it actually occured once in a previous game, was an effect similar to a retributive strike from first edition. If you don't recall Ret Strikes, they occurred when a staff was shattered and created a large and deadly explosion in the form of a dimensional crossrip. Just as they could use it to operate a helm, but the helm, having no spell levels to draw on would remain inert. Think of it like a flashlight with dead batteries.
