Actually the firearms chapter is about equal in coverage of cannon and
personal firearms. I didn't really look to hard at the cannon rules since I
will not be allowing them in my game (except as the occasional bombard that
explodes violently on far too many occasions). It does have some interesting
ideas about magical and alchemical gunpowders, including one made from
combining smokepowder with the ground bones of former undead in a ritual to
create smokpowder that will fire bullets that can hit noncorporeal
entities.All in all it has a lot of info that I intend to use for "parts."
The idea of a gnomish sphere where the tinkers are actually sane (?)
appeals.
Since I treat each Sphere as it's own "pocket" Prime my PCs are used to
physical/magical  laws changing as they travel in much the same way as when
planeshifting. I could easily create a steampunk sphere and have none of the
tech work in the Known Spheres. This is not unlikely.
One of the challenges I have faced since moving to 3e (a system I personally
love, and have no interest in arguing over) is getting a solid and
consistent baseline set of rules for the various aspects of SJ. So far Our
"Cannon Ruleset," consists of the 3.5 core books and 3.0 splatbooks; the
works of AEG Publishing represent the Spheres just outside of known space;
Leroy's combat system; Sorcery and Steam's gun rules; new gun
types/skills/feats from both Spider Moon and BTM; the monster conversions
off the Shattered Fractine, and the new Planescape 3e rules put out on the
official planescape site. There are more, but I am wiped out after working a
double shift (YAWN). IN the immortal words of Victor Frankenstein, "Raw
materials, that's what they are. Raw Materials, nothing more..."
