Except for constantly having to check the chart and doing all the math,
it's a pretty good idea.  :)  Actually, I imagine most DMs have come up
with house rules to handle any situations (such as multi-class
spellcasters) that the rules don't already spell out.  I think I might
adjust your chart some if I were to use it but otherwise it seems like
a good enough idea to be put on BtM as an alternative.
