In my campaign the Rock does move from Sphere to Sphere, albeit
infrequently. This is done through arrangements made with the EIN. Using the
Grand Admiral's stats from the Lionheart writeup on BTMoons as a base we
find that the Grand Admiral has possession of the Staff of Celestian which
can act as a helm but does not have the restrictions on mass that normal
helms have. It is this artifact which has moved the Rock the three times it
has done so in the past. It also explains why the Rock is unable to move
during the Unhuman War (it's simply too hard to get the Gnd. Admiral to take
the time while the Spheres are erupting in violence.)

This is usually done without the general populace knowing how, as the
Admiral operates in secret,, piloting from within the Elven Forest in Middle
Town on the Rock. Details of the arrangements between Andru and The IEN can
be formatted to fit your own campaign.
