I'm not going to comment on the rest of it, since I don't play 3e.
However, the above limitation is obviously incorrect.  The whole point
of xixchil themselves is that they alter themselves many times over, so
obviously this feat can be used more than once on any given being.
Describing the side-effects of each use of the feat may be a better
balance (so that it's obvious that some won't stack as their
side-effects negate each other).  Besides, it's more in keeping with
3e, where everything is defined and DM creativity in game effects is discouraged.
