Keep in mind that you can give bonuses for spotting larger things like
ships.  And Spot is more for noticing something.  If you are actively
looking for something, it's Search.  Once the lookout has spotted the enemy,
everyone else can just look in the direction he is pointing (and make a Spot
or Search check of their own if the ship is hard to see) and see the ship.
There is a difference between what you CAN see and what you DO see.  That's
what Spot is for.  The GM shouldn't make players roll for things that they
could obviously notice without being especially alert (bonfires at night a
mile away with no other lights around and no intervening terrain to block
line of sight, for example).
