That would depend on the method used to create and sustain a "liquid
envelope".  Since such a thing won't simply "happen" with standard SJ
physics, obviously something special was done (probably magic) to
generate the envelope.

Nearly two thirds of it.

That depends on number of crew vs volume of the envelope, as with any
other envelope.

That would depend on the method used to produce the envelope.  But
basically, no.

No.  Ship tonnage would not change.  If magic is used to secure a
"liquid envelope" the magic will almost undoubtedly have to prevent the
liquid from increasing the overall tonnage so the helm will be able to
function.  Even if the liquid counts as tonnage, it would still be
based on volume, never on mass.
