Lizard Man Nation

I'm about to send a lizard man nation I wrote up to the list in sevral
posts.  I've long been bothered by the fact that lizard men are
supposed to be one of the most common races in space (as common as
elves and humans) and yet we have no examples of any of their nations
except two lonely and [IMO] poorly conceived asteroids in AC.
Naturally, I'm not counting the lizard men in SJR2.  I just don't think
most of that product is worth mentioning (it has too many flaws, IMO,
flaws of character, of usefulness, ofscope and scale, etc.).  Anyway,
the nation is set in a generic asteroid field that should be placable
in most any sphere the DM desires (even in AC if you simply ignore the
ignorant idea that there are only 2 lizard man settlements in the
entire sphere that have any contact with anyone else).  The nation is
well enough developed for a DM to easily use it as is but also scanty
enough that they can easily customize it without any issue.
