Yes.

The tonnage is based on volume.  The envelope is 27x (volume) larger
than the ship.  So if the envelope is water, multiply tonnage by 27.

What do you mean, hold?  I would imagine the water would travel along
the gravity plane until teh other ship has an equivalent tonnage and
percentage of the water.

Same thing.  I think ramming damage probably wouldn't occur either, as
the water would prevent it.  But some interesting things might happen.

Presumably the ship's gravity plane will set the gravity plane for the
new mass, but now the envelope will extend further.
