Well, after i went and double-checked my sources, i already proposed
a sort of middle ground:

4) Water does not add to ship tonnage, but it does add to mass and
thus affect maneuverability; there is water pressure (but 100' or so
is no big deal for aquatic beings); and the gravity plane is
unaltered.

Just use surface tension--we already know that the force pushing
stuff out along the gravity plane is really weak.  Surface tension is
pretty tough stuff. It can keep the water in on an airless water
world, after all ;-)
