I was thinking along the line of a thin membrane
holding the water from escaping through the gravity
plane using a magical item. The envelope developed
underwater before the ship leaves for the surface of
the water.

Wow! If that is the case, waterjammers might not grow
beyond fighter to shuttle type ships. =)

Yes, it would be a honking big one. I wonder if it big
enough to affect capital ship in a shear attack?

Yes, I think I have to add magic to make this idea
possible.
