The system seems to generally differentiate gasses from
solids. I do not know of any precedent for how liquids are
specifically handled (other than planets), but I cannot imagine
a 1200 ton glob of liquid not having gravity in SJ. I cannot
get all official about it, because I don't know if they ever have
either. They have about air, though.

Yes, but I recall SJ discussing that large bodies such as
planets are often anomalies when it comes to the physics
of Arcane Space. I can't quote anything at the moment, so
perhaps my memory is fuzzy.

This is all just my interpretation. But we know air envelopes
don't add tonnage. I can't imagine a 1200 ton blob of water
in space not having gravity. Ergo, you fill a ship's air envelope
with water and you have increased its tonnage. Fill it all the
way, and you have increased it 27 fold.
