So, you can hit the ship just fine with a catapult, but they can't
use one?  Doesn't seem quite sporting to me (just from a "what looks
cool" standpoint).  I'd either ignore the water completely, as far as
missile weapons, or have it completely stop all of them equally,
incoming and outgoing, or have it slow down (decrease hit or damage)
all incoming weapons, completely prevent most outgoing weapons, but
leave ballistae unchanged.
