I'd either ignore the water completely, as far as missile weapons, or have it completely stop all of them equally, incoming and outgoing, or have it slow down (decrease hit or damage) all incoming weapons, completely prevent most outgoing weapons, but leave ballistae unchanged. >The use of Greek Fire projectors and Bombard are right out because of >obvious reasons.
