Dwarves are already hardy.  They have a Constitution bonus to represent
that.  The extra Constitution gives them extra hitpoints at every level.  If
you want them to be even tougher than that, increase their Constitution
bonus and give them a balancing penalty to another stat.  The DMG, page 24,
has information on how to do that.  A bonus to Constitution can be balanced
by decreasing any other stat (except Strength) by a like amount.

Your tough Dwarves can be:
-Tough but Clumsy: Sturdiness makes them slower. Dexterity penalty.
-Tough but Stupid: Body like a rock, mind like a rock. Intelligence penalty.
-Tough but Foolish: Dense in more ways than one.  Wisdom penalty.
-Tough but Gruff: Body like oak, personality of a stump.  Charisma penalty.
