There is a Signature Spell feat in the FR book, but it's substantially
different from what is described in skills and powers.

Signature Spell [General]
You are so familiar with a mastered spell that you can convert other
prepared spells into that spell.

Prerequisite: Spell Mastery.

Benefit: Each time you take this feat, choose a spell you have mastered
with Spell Mastery. You may now convert prepared arcane spells of that
spell's level or higher into that signature spell, just as a good cleric
spontaneously casts prepared spells as cure spells.

Special: You may gain this feat multiple times. Each time you take the
feat, it applies to a new mastered spell.

The feat I think Static is talking about is Innate Spell. It turns a spell
into a spell-like ability, useable once per round at will w/o preperation.
It requires you to sacrifice a slot 8 levels higher than the spell though,
so it's probably not what you're looking for (unless this is a 17th level
character we're talking about)

The closest thing I can find that functions in a similar way is Extra Slot
from Tome and Blood.

Extra Slot [General]
You can cast an extra spell.

Prerequisites: Spellcaster level 4th+

Benefit: You gain one extra spell slot in your daily allotment. This extra
slot can be at any level up to one level lower than the highest-level spell
you can cast. Once selected, the extra spell slot never migrates up or down
in level.

Special: You can gain this feat multiple times. Each time you gain an
extra spell slot at any level up to the one level lower than the
highest-level spell you can cast.

The S&P version is a slightly more limited (and a bit more flavorful)
version of the Extra Slot feat. I think I'd probably go with something
like:

S&P Signature Spell
You are particularly adept with a single spell in your arsenal.

Prerequisite: Spellcaster level 4th+ [The reason the spellcaster level is
4th+ is probably because that is the earliest that sorcerers can cast 2nd
level spells. I suppose it couldn't hurt to eliminate the spellcaster level
requirement altogether, all that would do is allow a wizard to take the feat
at 3rd level and gain an extra first level slot. I doubt this would be
unbalancing.]

Benefit: You may cast a particular known spell one extra time per day.
This is effictively an extra spell slot which functions in a similar way to
the cleric domain slots. The chosen spell must be one level lower than the
highest level spell you can cast. In addition, you have mastered the spell
to such an extent that you cast it as if you were caster level was one
higher. [The +1 level to caster level is to compensate for the lack of
flexibility which you could get by taking Extra Slot instead. It's probably
a bit on the weak side, but I tend to be conservative in my rules
tinkering.]

Special: You may gain this feat multiple times. Each time you take the
feat, it applies to a new known spell.

Of course, the character could just take Extra Slot and only use it to
memorize one particular spell. It would be a roleplaying instead of rules
based decision, but hey, those are cool too.
