I do agree that there are some creatures whose HD and level
adjustment combined will result in some odd characters.
I think it is more of a sign that some monsters just don't make
good PC races.

You mean as monster classes? I think the point was to give
a broad range of examples. They can't do up a class for
everything in the MM, much less the MM2, Fiend Folio,
Monsters of Faerûn and so on, so they tried to show many
different types of monsters to allow for comparisons. Given
classes for ogres and trolls, then ECL 1 or 2 creatures like
drow and such, I think figuring monsters such as bugbears
oughta be easy.
