Yes this is correct and you said "

And I just commented that 3e has in place a system that takes this into
account without having to take away race powers that the race is suppose to
have in the first place (i.e. Increased levels for those creatures such as
drow that PC wish to play) I used the Drow as an example.
This could also be done is 2nd edition as well it is just harder to balance.

I made this commit because I also did not like this in 2nd edition.
