	Second edition Planescape and Spelljammer followed different
cosmologies from their beginnings.  We can't stay true to either setting
and please both parties at the same time.

	Though I agree that this would be ideal, the SJ community
has problems simply agreeing on anything dealing with SJ.  Bringing
the other settings into the mix would be a nightmare.  (I'm not
saying that it can't be done, but it would take a level of cooperation
that I've yet to see on any topic.)

	Your idea of making each sphere a layer of the prime is pretty
good.  Making spheres the layers of alternate primes solves a lot of
issues.  According to an old survey on BtM, more than half of the people
already subscribe to this philosophy.  It also allows for primes that
arn't reachable via the Phlogiston -- Darksun, for instance. :)
	Also, the Phlogiston doesn't coexist with any other plane.  All
planar travel fails.

	In the spirit of not changing SJ (like you mentioned above),
clerics *should* loose their spells in different spheres.

	Take a look at the skills we've added.  Very few additions. :)
I think you'll be pleasently surprised.

	Spelljammer shouldn't have to deal with the planes of any
other established setting, since the settings are so different.  (At
least for an official setting.  I, personally, like to combine it all,
but that wasn't part of the setting.)

	Hope that clears some things up. :)  I'd like to see you develop
this into a standalone article (or group of articles) for BtM.
