The Underbarons would probably oppose a drow take over; so would whatever
units of the Elven Imperial Navy--including it's Sindiath Line
auxilliary--that happen to be present. And then there's the large unknown of
individual freesails--some would flee, others fight.  Don't forget the
Fireball Alliance, the Churches of Celestian, Tyr, and Ptah, the Planar
Churches of the Seven Heavens and Olympus, or the Path and the Way.  Finally,
and most simply, the populace of the city, at large.  Andru may not be the
kindest ruler, but he's a paragon compared to rule by the drow.
