Is it an asteroid or planetary city?  Is this an issue IYC?

Assuming it's an asteroid city and they aren't worried about refugess
fleeing (they probably aren't, in fact most attackers would rather this
happened) they'll probably send 20-30 ships with about 1/2 of those
being less than a turtleship/shrikeship (those are the smallest main
warships IMO).  If they have anything like a battlewagon they may send
more ships, not because they need them but because this is obviously
going to become a major base or the fleet/campaign is very important as
it sweeps through the area.
