Mongoose Publishing has a pretty nice ocean-based D20 ruleset called "Seas
of Blood" that I am currently using and plan on converting for
SpellJammer.  It breaks down crew costs by crew type per month.  For
instance, a navigator will usually get paid more per month than a sailor.
Consequently, there are different levels of sailors (i.e., Sailor, Able
Seaman, Veteran Seadog, etc.).  There are also warriors -- 1st level
fighters/warriors/barbarians (depending on how much you want to pay) that
sign up to do any actual fighting.  The sailors didn't really sign on to
fight other ship's crews, monsters, etc. so you'll usually have to hire
warriors if you don't want your crew to revolt on you.

Wages are set somewhere between 3 gp per month and 12 gp a month.  Your
average sailor costs 3gp.
