Well, if the attackers didn't see the colud form, they have no way of
knowing what ship is under there, hindering their ability to attack. For
instance, it could be a Man-o-War, and they could go for the wings easily.
But what if it were a Nautiloid? Not only does it not have wings, but there
isn't much to hit towards the front.
In addition, the ship could be at any angle -- the helmsman could have
rolled the ship since the cloud formed. Even if the 3-D rules aren't used
(and I don't use them), rolling should still be taken into account.
I realised that they could aim at the center, however, and only gave a -2
as a result -- the penalty, in person-to-person combat for 50% concealment.
