If the cloud is restricted to the air envelope, I don't see how this would
hinder attacks on a ship, you'd just aim for the center of the cloud, no?

I can see how this would make called shots impossible, as well as seriously
hinder shearing and landing/boarding, however (perhaps making checks to make
sure the boarding action doesn't become a ramming one?).
