What?  Making a 3rd level spell that powerful isn't an issue?  So what
is, then?  You're demand that only deities granting major sphere access
should be allowed to grant this spell?  Your inability to acknowledge
the paladin and ranger argument?  If this isn't an issue, what're you
whining about?

 With your parameters we could lay down Stoneskin to 3rd lvl

If only stoneskin were a priest spell.  Lo, it's not.  It also doesn't
suck the energy out of other magical items to generate it's power.
Last time I checked, most magical items are made with a 6th level spell
(enchant an item) and even scrolls and potions require long involved
processes, expensive components, and high level casters to create.  I
guess we can't.

Your grasp of english isn't great as is obvious from your posts'
grammar.  You need to look up Dues Ex Machina.  It doesn't mean what
you think it does (or you're incapable of seeing it doesn't apply
here).

If the deity is willing to expend the extra power, certainly.  Or
better yet create a single first level helm spell to replace all the
others where the caster level determines what effects can be used.

They could certainly power a spelljammer.

Exactly.  Though the deity adds more power to the spell than is
normally granted to spells of that level the level restriction shows
what level priest is required to cast it and if paladins and rangers
can get it (not to mention kit modifications).

You're not making sense.  But so far you rarely have.

Why would I do that?  None of those spells consumes a magical item for
power.  As for monsterous power I point to cause disease (especially if
you allow it to be contagious), inflict curse, remove curse, dispel
magic, continual light (which, for priests, is even reversible), and so
on.  Not to mention the other 3rd level priest spells presented in
Dragon, Prayers from the Faithful, F&A, P&P, DD, and hosts of other sources.
