Exactly why it should be only 3rd level.  Plane Shift jumps you to any
possible plane!  This spell simply allows you to take a ship where you
can already get to with a [wizard's] 2nd level levitate.  Or where your
griffon mount can fly on its own.  Or that dragon simply flies to
because it wants to.  And *WHY* would we ever limit it to major sphere
access?  Just because a deity doesn't grant major access to the correct
sphere, his worshippers can't be tooling around space?
