Yep! All the back on Sat, 20 Jul 1996 I did up an article and posted
it to the SJ list. :0 Here it is:)

Psionics and the Races

Considering all the recent posts about Psionic helms and such, I
thought I'd do a run down of racial level limits for Psionicists.
The first book only covered the bare bones races, and as far as I
can tell there has not been anything since for the non-standard
races. I basically just went for all the races in the Complete Book
of Humanoids and the Spacefarer's Handbook. So, here goes:

Race Max Level
Halflings 10
Gnomes 9
Dwarves 8
Half-Elves 7
Elves 7
Thri-kreen 11
Gith unlimited
Aarakocra 9
Goblin 8
Hobgoblin 10
Kobold 7
Lizardman, nonSJ 7
Lizardman, SJ 9
Minotaur, Krynn 12
Ogre Magi 7
Half-Orc 9
Saurial,Bladeback 12
Saurial,Finhead 9
Saurial,Flyer 9
Saurial,Hornhead 12
Wemic 8
Dracon 10
Gromman 8
Hadozee 7
Hurwaet 7
Rastipedes 7
Scro 8
Xixchil 8

Multi-Class Combinations
(Note:Some of these are modified per the Will and the Way, and
contradict the Complete Psionicist's Handbook; I feel they add to the
game and present no game balance problems but you may differ)
