Subject:  Re: Create Helm spells - Spell Levels
Maybe a way around the level problems would be to have Helms made by rituals
with the assistance of masterworker Helmsmiths. That way it might be just
conceivable for a very primitive culture to be given a Divine helping hand
to make a spaceship or something and powerful cultures with lots of wizards
or priests could expend resources to bring down the time required for the
rituals to a minimum of say a month per helm or some such. It would also
open up lots of new sorts of helms due to the varying nature of the rituals
involved.
