The reason why is because it is not an entire ship. If you read through the background information at the beginning of the module, it states that this is merely part of a larger ship that floated into Oerth's gravity well and dropped to the surface many years earlier. If the PCs want to get it into orbit, I suggest starting off with a LOT of digging. Once done, go with the artifurnace idea, or just use an old-fashioned wish spell.
