I'd make it like the first one, inability to use spells for x ammount of
time.  maybe there could be a feat that lowers this time, once u have it
(spelljammer recory?) you cant regen quicker - like say normally its 16 hrs
(incl sleep time), with the feat its 20-wizard/priest level?  Have it open
at lv 4 :)
