They were always near artifacts.

Why?  Just because they're useful?  A ring of limited wishes has
charges, not unlimited use.  It's also a ring of 7th level spells.  A
ring of spell storing could do better than that.  And a ring of
teleportation (at least the versions I've seen) have other limitations,
such as needing to leave the gem at your destination, they're closer to
rings of recall.  Regardless they needn't be near artifacts.  They
don't have ungodly high power nor do they have exceptional saving
throws.  To make a minor helm requires a minimum of a 25th level
caster.  To make a major helm requires a 34th level caster.  To make a
ring of teleportation requires a 9th level caster with a scroll of
enchant an item (if charged) and a ring of limited wishes requires a
14th level caster.  Heck, to make a ring of feather fall you need a
16th level caster!
