That's what it sounded like to me too. The letter to d20reviews.com gives an example which says something to the effect of 'you can't change the black dragon in the game to a white dragon just because you think it would be cooler or fits better.' Which is the only thing I don't quite understand. Maybe it's necessary to keep copywrite. Kind of like how you can't just use someone else's characters in your own stories (of course, by that logic, fanfic would be copywrite infringment as well.)
