Well, the rules kinda break down around citadels (they're too big to be
700 tons, yet really too small, too, to have a mobile community of 700
dwarves). I kinda ignore the rules in this instance and go with the
intent of the citadel: A dwarven dungeon in space. They're basically
for DMs to take a standard dungeon (such as Under Illefan or Dungeon of
Death) and import it into space. At least that's my view ;)
