Using Battle stagies, allows for contingency plans. It would be easy to get carried away with contingency plans, so only allow one or two and then as matters require you might have to stop the battle in the middle of turn to asset a new or developing situation that the group needs to be aware of. I've tried letting everyone roll and then send in their rolls and actions. And then have to sort through all of the rolls and try to determine how the action went down. This is very time consuming on the DM part. Using a round by round approach would slow the PBEM down to a crawl every time there is a conflict. You also will run into landing parties the crew splits up, one group could go get supplies for the ship and another group goes to a tavern and gets into a bar fight. The time away from the ship my be about the same, but having to roll for the bar fight could take a while, and then the group that got the supplies would have to be on stand by until the fight is completed. A PBEM game has to be played in a different manner than that of a table top game. The game needs to be played in more of a story line format, everyone is not seating down around the table they are around the world. Different time zone. Different response times. Also, do not let any of the players be the owner of the ship, have an NPC to be owner of the ship, that way the DM has control over the ship.
