This may help. What if the helms must be made out of a certain material
(DM's Choice.) For example Mithril. You could have the Create Helm feat easy
to get but have the material harder to come by. This would explain why some
Spacefaring nations (Elves and Scro) have so many helms, do to the fact that
they have access to this material. The material would not have to be a metal
it could be a type of wood or something like that. And never make a helm an
artifact. I have always thought that helms as artifacts never made since
given the number of ships out there using them.
