Doesn't 3e have enough basic classes, prestige classes, NPC classes, ad infinitum? Actually it seems to me that there should be some modifiers for class period. Aristocrat would have more than expert would have more than commoner. High level spellcasters would have more than fighters but the opposite at low level. I think I would have had a chart of > modifiers at least for NPCs (that and an NPC class generator).
