If we want to go the sail route, I'd say go with something like
'special sails' that are made from special materials but aren't
enchanted. Otherwise you still have the problem of helms costing more
than a ship.

Think the reason furnaces (forges power dwarven ships) were so
expensive was that they hauled 100 tons as opposed to the 50 tons of
minor helms.

Movement in feet per round with a turn rate of how many feet forward
before it can make a 45 degree turn. It uses maneuverability for
rolling initiative. For example, a high seas merchent ship has a speed
of 20 ft, a turn rate of 120 ft, and a maneuverabilty of -3. A War
Galleon has a spped of 30 ft, a turn rate of 160 ft, and a
maneuverability of -2.
