Why not make it operate as the summon swarm spell?  Is there a save or
attack roll?

     ****Since this special ability is only available to clerics, why not
have this as the granted power of an Insect domain unique to Klikral and
other insectoid deities....or maybe making it the 1st level domain spell
would be more appropriate, I'm not really sure.  Also, you might want to
give the Insectare a Clerical focus: Insect (similar to the genasi
affinities for their particular elements) that not only requires clerics of
that race to chose a deity who grants access to the domain, but also
requires them to choose that domain as one of their two.  I don't have my
books with me at the moment, but the Spider domain from the FR book might be
a good guideline to follow.
