While its not an actual D&D world, its pretty close - the world of the

Darksword trilogy by either Margaret Weiss and/or Tracy Hickman. Its

children, if born without the ability to use magic, are actually (supposedly

humanely) killed within days of birth. Personally, as I know theres a

novel-sized RPG book for it, I think it would be a good addition to

Spelljammer, maybe even a player's option system to emulate the catalyst

priests etc.

Other than that, my home-brewed Ragespace has one, the realm of Blackwood

(funny because it happens to be the suburb I know live in, although I wrote

it up before even thinking of moving) is dominated by Necromancers, in the

middle of a sphere whose main military power is anti-magic/psionic/religion.
