One word on this:  Numbers.  The Drow simply don't
have the manpower to launch such a campaign,
especially given that elves, humans, and halflings
tend to get along rather well on most worlds.  Even if
each species had the *exact same* population, the Drow
would likely be outnumbered 3-to-1 against.  Then
you've got to take into account that the Drow are
constantly wiping each other out, while the surface
elves are usually, if not outright performing
humanitarian (elvitarian?) services to each other and
other races, are certainly less disposed to blindly
fighting amongst themselves.

Further, this entire thread is based on the assumption
that spaceborn drow have *any* connection with the
underdark.  Remembering that 99.999% of drow magic
disentigrates upon contact with the sun, and slowly
decays when you remove it from the underdark whether
you keep it covered or not, what would motivate any
underdark dwelling drow to take to space, where
contact with the sun is GUARANTEED?  It certainly
stands to reason that the Drow, on some world, for
whatever reason, decided to take up jamming, I think
it increadibly unlikely that it was ever found
practical for them to retain any ties, aside from
maybe like "Letters to mommy" kindathing, for any
length of time.
