Drow and Scro

Hello all. IMC I have the Drow having a "conference" in a city. They
plan on having an alliance with the Scro to take over the city. The deal
is the Scro can loot the city and the Drow will take over the city
council positions. Since there is about 400 drow in the city, it's a
good cover to say they are having a conference. IMC the Drow are
virtually unknown as a race, and no one knows where they come from.
Their usual response is they have dark complexions as they come from
down south close to the equator. Of course, any one who has been in that
part of the world can't recall coming across such a nation. So how
honorable would the Scro be to this deal. Would they agree to leave
after the mission, or would they decide, hey we took this city! Let's
stay! Any help would be appreciated. :)
