It shouldn't take long to work out his costs, once he's been through haggling with the various disreputable types who surely abound in the shipbuilding supplies business. Just to make it interesting, you might want to put together both random events and the effect of wars, natural disasters and suchlike in the sphere, which might alter the demand for ships and repairs.
