I once saw a random ship encounter table that included rolling for the
helmsman level. One of the results was a merchant ship manned by a 20th
level helmsman.
I personally feel that a 20th level mage would have better things to do with
their magic than power a ship for 12 hours, a twentieth level mage would
more than likely have aprentices power the ship.
I think 11th level mages would be very rare at the helm and then only on war
ships.
This is all of course in my own opinion.
Helmsman table; The first option would be for warships/patrol ships. The
second option is for merchant ships
This table is for random ships. Pirate ships or ship belonging to
organizations or power groups should have helmsmen geared to the particular
campaign.
And there are those crazy mages who don't care or have some other reason for
manning the helm. these should be handled on a case by case basis. This
chart is simply for random ship encounters.
Though i use the word mage, it can be used by priest, or cleric.

1) 1: 11th level mage or 1st level mage
2) 2: 10th level mage or 2nd level mage
3) 3-5: 9th level mage or 3rd level mage
4) 6-9: 8th level mage or 4th level mage
5) 10-13: 7th level mage or 5th level mage
6) 14-16: 6th level mage
7) 17-18: 9th level mage or 3rd level mage
8) 19: 10th level mage or 2nd level mage
9) 20: 11th level mage or 1st level mage
