Compendium isn't full of material mostly because the Seekers Council is being
very cautious about what it's willing to accept as "canon".  A bit too
cautious in my view (mostly because I've had a series of proposals shot down
as "too powerful"), but attempting to preserve the flavor of the setting as
presented in the published materials is the mandate of ALL the official
websites.  Essentially, the published materials are "Holy Writ" and anything
to be placed on Compendium can't contradict them.  While there is at least
one diehard 2nd edition gamer on the Council, a "3e" proposal would not be
rejected simply because you chose to use the D20 system.
