I think you hit the nail on the head this the
ship-to-ship combat comment.  To me it's the Rosetta
Stone of SJ3E.  The changes that are made to make STS
combat work, in my opinion, have too big of a chance
of impacting other things to not be done first.

Just the opinion of a madman.
