A "thief" is anyone in possession of a certain set of skills. They could use them to steal, scout, spy, or to assassinate. They could kill for a living, but then they would generally need to join a different guild. A thief might not steal at all. Maybe they just had to sneak up on the cows to milk them when they were younger... The verb is "thieve" by the way.
