As the name of the thing is "INTERNATIONAL Space Station Alfa" I'd dare to
say that it is pointless to discute about it's ownership.
Also, concerning that ONE Russian component, it is interesting to point out
that without it you'd have no ISS at all since it is the central junction of
all the other components and, if i'm not wrong, contains the greater part of
the life support systems.
The delievery problem was mainly due to the fact that exist only TWO vector
rockets that could place the thing in orbit, BOTH are Russian (Proton and
Energeya), and there has been a shortage in the planned budget in the whole
russian space program.
